EXPRESSION OF INTEREST (“EOI”) REQUEST ANNOUNCEMENT

PRIOR TO TENDER ENGINEERING, PROCUREMENT, AND CONSTRUCTION (“EPC”) WORK

FOR

POLYPROPYLENE PLANT BALONGAN (“PPB”) PROJECT

PT POLYTAMA PROPINDO (“Polytama”) intends to conduct tender Engineering, Procurement and Construction (“EPC”) for Polypropylene Plant Balongan (“PPB”) Project

To realize the above-mentioned Project, PT Polytama Propindo c.q PPB Project Tender Committee intends to conduct Request for EOI against any bonafide, experienced, and financially capable Companies to execute EPC works for the PPB Project.

1. PROJECT INFORMATION
   
   1. Project Tittle   : EPC Work for PPB Project
   2. Location           : PPB Project area connected with PT Polytama Propindo’s Plantsite JL. Raya Juntinyuat, Km. 13, Limbangan, Kec. Balongan, Kabupaten Indramayu, Jawa Barat
   3. Project Scope:
      1. Process Unit Facilities
      2. Utility Facilities
      3. Offsite Facilities
      4. Common Facilities
   4. Project Estimated Value:
      The EPC Work estimated value is USD xxx Mio excluding, working capital, interest during construction, early works, and licensor.
      
      
2. PARTICIPATION REQUIREMENTS
   
   1. Form of The Company
      The Company (definition refers to Peraturan Menteri Pekerjaan Umum Dan Perumahan Rakyat Republik Indonesia No. 03/PRT/M/2016) which intent to participate in this tender shall be in the form of:
      1. Single Local EPC Company (BUJKN); or
      2. Joint Venture/ Joint Operation/ Consortium between:
         
         1. Local EPC Company(ies) (BUJKN) and Local EPC Company(ies) (BUJKN); or
         2. Local EPC Company(ies) (BUJKN) and a Foreign Investment EPC Company(ies) (BUJK PMA).
         3. Local EPC Company(ies) (BUJKN) and a Foreign EPC Company(ies) (BUJKA).
      3. The participants in the form of Joint Venture/ Joint Operation/ Consortium shall consist of maximum three (3) companies.

   2. The Company’s Experience
      1. Joint Venture/ Joint Operation/ Consortium Leader shall be required to meet the following criteria:
         
         1. Have proven experience EPC in the last 25 (twenty-five) years as Consortium Leader or Sole Contractor in Oil & Gas and Petrochemical for Process Plant Project at minimum capacity of 150,000 tons/year
         2. Have relevant experience in executing similar project with a minimum value of USD 150.000.000.
         3. No conflict of interest, nor as a technology competitor or affiliated with technology competitor of Basell Poliolefine Italia s.r.l. (LyondellBasell) as Process Licensor for this Project.
      2. Consortium Member shall be required to meet the following criteria:
         
         1. Have experience in the Execution of EPC of Oil & Gas or Petrochemical in the last 25 years with project minimum value of USD 50,000,000
         2. No conflict of interest, nor as a technology competitor or affiliated with technology competitor of Basell Poliolefine Italia s.r.l. (LyondellBasell) as Process Licensor for this Project.

3. EOI SUBMISSION
   The EOI submission shall be considered complete if the following requirements are fulfilled:
   1. The EOI must be done under Company’s letterhead and duly signed by authorized Company’s representative.
   2. The EOI shall submit along with Company’s Profile relevant to the subject Tender along with tabulation of completed Project Portfolio with the following minimum information: relevant scope of work, contract value, completion period, and project duration.
   3. EOI sample is given in the following link document.
   4. Companies intending to register their interest to participate in this Tender shall register by submitting their EOI starting on November 3rd 2025 until November 6th 2025.
   5. Completed EOI and its appendices shall submit via email to: sekretarispengadaan.ppb@polytama.co.id.

4. OTHER INFORMATIONS
   1. The Company is required to show original document if requested for verification by Polytama’s Tender Team.
   2. Pre-Qualification invitation will be openly announced to all Companies following EOI submission closing date.
   3. Polytama at its own discretion may further refine the participation proceeding requirements during PQ stage.
