PRE-QUALIFICATION (PQ) ANNOUNCEMENT

FOR

ENGINEERING, PROCUREMENT, AND CONSTRUCTION (“EPC”) CONTRACTOR

OF POLYPROPYLENE PLANT BALONGAN (“PPB”) PROJECT

PT POLYTAMA PROPINDO (“Polytama”) intends to conduct Tender for Engineering, Procurement and Construction (“EPC”) Work of Polypropylene Plant Balongan (“PPB”) Project.

To realize the above-mentioned Project, PT Polytama Propindo c.q PPB Project Tender Committee intends to conduct the Pre-Qualification of EPC Contractor (Company) who interested with relevant experiences and capabilities to execute EPC works for the PPB Project.

1. PROJECT INFORMATION
   
   1. Project Tittle            :  Polypropylene Plant Balongan (“PPB”) Project
   2. Location                   : PT Polytama Propindo’s Project Site JL. Raya Juntinyuat, Km. 13, Limbangan, Kec. Balongan, Kabupaten Indramayu, Jawa Barat
   3. EPC Main Scope of Work:
      1. Process Unit Facilities
      2. Utility Facilities
      3. Offsite Facilities
      4. Common Facilities
         
         
2. PARTICIPATION REQUIREMENTS
   
   1. PQ Participanting Companies
      The Company (definition refers to Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Republik Indonesia No. 03/PRT/M/2016) which intent to participate in this Tender shall be in the form of:
      1. Single Local EPC Company (BUJKN); or
      2. Joint Venture/ Joint Operation/ Consortium between:
         
         1. Local EPC Company(ies) (BUJKN) and Local EPC Company(ies) (BUJKN); or
         2. Local EPC Company(ies) (BUJKN) and a Foreign Investment EPC Company(ies) (BUJK PMA).
         3. Local EPC Company(ies) (BUJKN) and a Foreign EPC Company(ies) (BUJKA).
      3. The participants in the form of Joint Venture/ Joint Operation/ Consortium shall consist of maximum three (3) companies;
      4. Not in technological conflict with project Process Licensor (Subject to approval from LyondellBasell).
         
         
   2. The Company’s Experience
      1. Single EPC Company or Joint Venture/ Joint Operation/ Consortium Leader shall be required to meet the following criteria:
         Have proven experience EPC in the last 25 (twenty-five) years as Consortium Leader or Sole Contractor in Polyolefin for Polypropylene or Polyethylene (“PP/PE”) Plant Project at minimum capacity of 150,000 tons/year with a minimum value of USD 150.000.000;
      2. Joint Venture/ Joint Operation/ Consortium Member shall be required to meet the following criteria:
         Have experience in the Execution of EPC of Oil & Gas or Petrochemical in the last 25 (twenty-five) years with project minimum value of USD 50,000,000;
      3. The experience shall reflect the factual experience by PQ Participant, not a combination of PQ Participant’s parent or any of its affiliated PQ Participant’s experience.
         
         
   3. Specific Requirement for PQ Participant Companies from previous DFC-EPC Tender:
      1. Consortiums of DFC-FEED Contractor and its Leaders are not allowed to participate in this PQ of the PPB Project;
      2. Consortium Members of DFC-FEED Contractor may participate in this PQ of the PPB Project, provided that the following conditions apply:
         
         1. The participant will not entitle to receive the remaining balance of its portion of FEED payment from previous DFC FEED Contract (Article 7 – Payment Terms and Phases);
         2. In the event that the participant selected as the winner of the EPC Tender, the portion of FEED payment already received on the previous DFC FEED Contract shall further be deducted from the final EPC Price of this EPC Tender for the amount of its portion.
            
            
3. Expression Of Interest (EOI) SUBMISSION
   Companies who interested with relevant experiences and capabilities are invited to register and participate by submission the letter Expression of Interest (EOI).
   The EOI submission shall be considered complete if the following requirements are fulfilled:
   1. The EOI shall be submitted by every company that interested to participate in this Tender and shall be done under Company’s letterhead, duly signed by authorized Company’s representative;
   2. The EOI shall inform that the Company have an interest and passion to participate in this Tender;
   3. The EOI shall submit along with Company’s Profile.
   4. Company intending to register their interest to participate in this Tender shall register by submitting their EOI starting on November 17^th 2025 until November 19^th 2025 (or will be otherwise advised)
   5. Completed EOI and its appendices shall be submitted via email to: sekretarispengadaan.ppb@polytama.co.id
      
      
4. OTHER INFORMATIONS
   1. Pre-Qualification invitation will be announced to all Companies that already submitted EOI and comply with above requirements;
   2. Polytama at its own discretion may further refine the participation proceeding requirements during Tender stage;
